Department: Fiscal Strategy and Management
Job Statement
The Fiscal Strategy and Management Analyst I plays a key role in developing Huntsville Utilities’ financial plans by consolidating budget proposals from all departments and helping forecast the financial needs of the organization. This position works closely with operational and support staff to ensure accurate information flow, analyzes budget‑to‑actual results, and supports the preparation and presentation of the annual budget. The Analyst also conducts financial and operational analysis as directed and performs additional duties as assigned.
Essential Duties
- Assists with preparation and presentation of the annual capital and operating budgets and the five‑year Capital Improvement Plan (CIP), including:
- Responding to questions and providing financial data to operational personnel and management
- Working with departments on budgeting, trend analysis, historical data, and forecasting
- Communicating deadlines and following up on outstanding information
- Conducting departmental budget meetings and presentations
- Consolidating budget submissions across all departments
- Investigating significant changes in budget requests
- Performing file maintenance and tracking budgetary adjustments
- Identifying and validating capital carryover items
- Developing capital plans and assigning budget funding
- Assisting with preparation of budget work orders
- Calculating employee‑related and general operating expense estimates
- Distributing approved budgets
- Reconciling annual budget information and updating five‑year plans
- Updating cash projections for all services
- Performing routine budget maintenance tasks such as entering planned labor rates and managing capital planning projects
- Prepares, analyzes, and distributes monthly capital and operating expense reports, including validating data and discussing variances with operational personnel.
- Responds to miscellaneous rate‑related or budget‑related inquiries from across the organization.
Additional Duties
- Assists with the preparation of monthly statistical reporting for organizational use
- Assists with monthly reporting required by TVA
- Reconciles credits on the monthly TVA power bill
- Validates monthly rate changes and communicates updates across the organization
- Conducts independent rate studies to compare Huntsville Utilities’ rates with other utilities
- Performs annual assessments of service fees
- Represents Huntsville Utilities in rate‑related meetings
- Prepares and distributes required vendor reports for Board review
- Assists with the creation of charts, graphs, dashboards, and presentations to communicate financial data
- Completes external informational surveys as requested
- Provides monthly updates to the Producer Price Index
- Tracks and reports Key Performance Indicators (KPIs) and departmental objectives
- Assists the Director and Analyst II with special projects as assigned
Job Requirements
Education
- Bachelor’s degree in a business‑related field required.
Experience
- Minimum of one year demonstrating the ability to analyze and interpret data.
- Familiarity with basic accounting principles required.
- Prior experience preparing budgets at the organizational level preferred.
- Must be proficient in Excel (formulas, lookup/reference functions, charts).
- Must be able to complete an Excel‑based skills assessment.
- PowerPoint experience required.
- Experience with NiSC preferred.

- Daily use of desktop, laptop, or tablet.
Physical Demands / Environment
- Primarily sedentary office work using a computer or digital device.
- Occasional lifting up to 30 pounds.
- Regular travel to Huntsville Utilities locations; additional travel may be required.
