The parking lot will be at the southwest corner of Monroe Street and Holmes Avenue within the footprint of the Front Row mixed-use development that’s under construction.

It is part of a 2023 development agreement with Front Row developers for the City to ground lease and use a portion of the site for public parking. The new parking lot will be City-owned and operated.

The ground lease with Front Row allows the City to increase downtown parking inventory in a cost-effective manner, given the needs adjacent to the VBC, Big Spring Park and the Pedestrian Access & Redevelopment Corridor (PARC) project.

City officials say the lot will also offset parking spaces lost when Lot K on Clinton Avenue becomes a staging area for the PARC project that will soon begin refurbishing and enhancing Pinhook Creek.
