New school + road improvements part of $200M TIF district at Eli Lilly site

At its September 10, 2026 meeting, the Huntsville City Council laid out more details on the city’s proposed tax increment financing (TIF) district in Limestone County, which includes the incoming Eli Lilly facility.

The proposed district, known as TIF 8, covers more than 9,000 acres both north and south of Interstate 565 and includes the site for the $6 billion Eli Lilly campus. 

TIF districts capture revenue stemming from future growth in property tax revenue generated by new development within the district. Property tax rates are not increased and funding for schools is not reduced.

The City of Huntsville has used TIF districts since 2000 to help finance public infrastructure and redevelopment projects, and it is not a new tax for residents.

What are the details of this new TIF district?

The project plan specifies 11 items for funding (not to exceed $230 million). By law, the infrastructure projects would be underway within five years.

Eli Lilly made the announcement in December of 2025 that it would build this new facility in West Huntsville. Construction for the project is expected to finish in 2032. This is an area of the city that is already home to Mazda-Toyota, Amazon and Polaris.

TIF 8 projects include:

  • Greenbrier Parkway and Greenbrier Road improvements: $8M
  • Interstate 565 (Exit 3) Improvements at Alabama 20: $15M
  • Swancott Road widening: $50M
  • Pryor Road improvements: $10M
  • Peoples Road improvements: $10M
  • New road to support K-8 school: $15M
  • County Line Road relocation/upgrades: $40M
  • New K-8 school: $40M
  • Fire Station 18 improvements: $5M
  • Sanitary sewer expansion: $15M
  • 21st Century Manufacturing Zone land: $22M
