New tax district proposed to support $6 billion Eli Lilly development

The City of Huntsville has set a public hearing date to discuss a proposed TIF (tax increment financing) district for the 9,000-acre site of the Eli Lilly manufacturing facility headed to the city. The hearing is scheduled for September 10.

The TIF would support roads and utilities for the pharmaceutical giant. Construction for the project is expected to finish in 3032.

The City of Huntsville has used TIF districts since 2000 to help finance public infrastructure and redevelopment projects, and it is not a new tax for residents

TIF districts capture revenue stemming from future growth in property tax revenue generated by new development within the district. Property tax rates are not increased and funding for schools is not reduced.

Eli Lilly investing $6 billion in Huntsville facility

Eli Lilly made the announcement in December of 2025 that it would build this new facility in West Huntsville. This is an area of the city that is already home to Mazda-Toyota, Amazon and Polaris.

Here’s what we know about the Eli Lilly manufacturing facility:

• This will be a 750,000-square-foot manufacturing and research complex.
• The 260-acre site sits along Interstate 565 near Exit 3.
• The company will bring 450 jobs to the region, including engineers, scientists, operations personnel and lab technicians.
• The site will manufacture the weight loss drug orforglipron.
• Construction is set to begin in 2026, with completion slated in 2032.
