U.S. Space Command HQ takes another step toward Huntsville

The U.S. Space Command’s move to Redstone Arsenal took another step forward this week, with the announcement of an Other Transaction Authority (OTA) agreement.

This establishes an experienced team of program managers and complex infrastructure experts to maintain the project’s expedited pace on behalf of the government.

Progress on the Space Command move to Huntsville

The initial $85 million agreement awarded through Army Contracting Command – Rock Island (ACC-RI) appoints an Owner’s Advisor to work alongside the USSPACECOM Program Management Office, Air Force Civil Engineer Center (AFCEC), and other government mission partners.

The purpose is to define requirements, expose dependencies, develop alternatives, establish effective governance and inform subsequent decisions by the government.

Funding granted in the Fiscal Year 2026 NDAA allowed the Department to leverage an OTA to maximize flexibility and integrate industry technical expertise and solutions prior to the start of USSPACECOM’s military construction on Redstone (aligning the command more closely with practices that are considered industry standards in the commercial sector).

Maj. Gen. Terry L. Grisham, director of USSPACECOM’s Redstone Transition Team, said bringing the Owner’s Advisor on-board will create a clearer understanding of requirements between stakeholders early on, which translates to timely decisions and steady progress.
